Paola Diaz Torres, MBA, MPA, PMP, PMDPro - Executive Director
In addition to her technical skills, Paola is well known as a community leader. She has served as a board member and member of various forums in the U.S., including the credit union movement, immigrant and refugee resettlement programs, microfinance and microenterprise, minority women in business, and other networks that serve the underserved. She is an advisor to various local and federal government agencies on issues affecting Hispanics in the U.S. She has been featured numerous times in major U.S. media outlets and was named "Bank of America's 2008 Neighborhood Hero," an award given to 3 exemplary Georgia citizens each year.
Paola is also the founder of Impacto International, a consulting company providing services to International NGOs, U.S. Nonprofits with budgets under USD $5 million, regulated and non-regulated microfinance institutions, and small businesses. She is fluent in English and Spanish.
Rodolfo Siles, MSPM, PMP, SCPM - Managing Director
Rodolfo has worked with CARE USA for 12 years, holding positions such as Deputy Country Director to Director of Programs and Information Systems. In addition to his vast experience in the field, he is a subject expert who has authored the following books: Fundamentals of Project Management, Project Information Management Systems, and Mastering Project Management. In addition, he authored all of the project management methodologies, processes, and training materials used by PM4DEV. Furthermore, Rodolfo has a Master's degree in Management Science with a concentration in Project Management. He is a PMP from PMI, certified by Stanford University in Advanced Project Management and by Cornell University in Project Leadership. In addition to his 15 years of NGO experience as a consultant and senior director of CARE, he has a 15-year career background in engineering, construction projects, and business management. He has worked extensively in Bolivia, Ecuador, Peru, Guatemala, Honduras, Panama, El Salvador, Nicaragua, Ethiopia, Nepal, South Africa, Egypt, Thailand, Sri Lanka, Bangladesh, Pakistan, and other international locations. He is fluent in English and Spanish. Rodolfo was the lead consultant in developing the PM4R course for the Inter-American Development Bank (IDB) and has trained bank personnel and executing units from various Latin American government institutions in PM4R tools and methodologies.
George Martin, M.A. - e-Learning Manager
George is responsible for managing PM4DEV's Learning Management System (LMS) and developing all our online learning courses. George has extensive experience in managing LMS. He has negotiated with vendors to provide training products and services through learning services. He has vast experience in restructuring leadership curriculum to align with critical competencies and business drivers for international organizations. He developed a curriculum design framework to guide the concurrent design of over 20 courses, ensuring consistent integration of competencies, learning models, and company values. As a Management Consultant, George provided one-on-one coaching and 360-degree feedback to leaders to improve organizational performance and employee satisfaction in the use of LMS.
Adrian Bailey, MIS - Information Systems
Adrian is responsible for managing all the information technology assets of PM4DEV. He is the web administrator of our websites in English and Spanish. He manages and supports our intranet and online communication tools. He has extensive experience in content management systems such as Joomla. He is proficient in web technologies and has developed the technical architecture of media sites, including scripting, database design, and user interface design within Joomla CMS. He is an expert in installing, configuring, and maintaining servers for Web applications and databases on Windows/UNIX. He has managed content updates for media sites, corporate websites, and intranets to keep them up to date. Adrian has worked with various nonprofit organizations, where his main duties were to develop, test, evaluate, and implement enhancements and new enterprise software. He helped create and manage product databases to add products to multi-platform websites. He is fluent in English and Spanish.
